LAND RESOURCES OF RURAL AREAS OF KHMELNYTSKYI REGION: ESSENCE, FUNCTIONS, CONDITION AND TRENDS OF CHANGE

Abstract

The article substantiates that land resources should be understood as a set of land reserves located in certain territories of the state, region, territorial community, which have natural and economic properties and are a source of satisfaction of various needs and interests of both individuals (land users) and society (state) as a whole, relations regarding management and disposal of which, due to the presence of unique economic, ecological and social significance, are subject to direct or indirect influence of the state regarding land management. It is also determined that land resources are the broadest and most generalizing concept regarding land, land use, land plots and their parts. It was found that the area of agricultural land in Khmelnytskyi region decreased, along with the area of agricultural land. At the same time, the area of arable land increased due to the plowing of natural fodder lands. The area of forests increased. The area of built-up land also increased. It was determined that the most large-scale degradation processes are water and wind erosion of land. Since the region has a significant length from north to south, differences in the structure and quality of land resources are observed. Thus, at the present stage, the problems of land resource management do not lose their sharpness and relevance. At the regional level, existing problems in the organization of land resource use, in the implemented state land policy and in land resource management are becoming more acute. Such problems include the opacity of land resource management procedures, disparities in land areas of different categories, features of the economic development of the region, etc. They require the creation of an effective mechanism for targeted regulation of the organization of land resource use and their management in the necessary economic direction. The issue of improving the efficiency of land resource management continues to remain the most important and priority task of land policy.
