INFORMATION AND COMMUNICATION COMPETENCE OF VOCATIONAL EDUCATION TEACHERS IN THE CONTEXT OF EDUCATIONAL DIGITALIZATION

The article proposes an approach to developing the information and communication (IC) competence of vocational education teachers in the context of educational digitalization based on a functional analysis of pedagogical activity. The expediency of applying the SAMR model (Substitution, Augmentation, Modification, Redefinition) to determine the levels of digital transformation for each of the teacher's key labor functions is substantiated. The study examines such functions as planning and implementing the educational process, methodical and self-educational activities, participation in experimental and project-based work, as well as vocational and career guidance counseling for students. For each labor function, digital tools and corresponding actions are identified, reflecting four levels of digital technology integration: from the basic substitution of traditional forms (S) to the redefinition of the teacher's professional role in a digital environment (R). Based on the synthesis of the results, a functional-level model for the development of IC competence was constructed (as a system of individual SAMR levels by professional functions), reflecting its dynamics and allowing for the flexible adaptation of pedagogical activity to digitalization. This model not only structures the potential of digital tools in fulfilling professional tasks but also provides a basis for diagnosing the level of IC competence, selecting individual trajectories for increasing teachers' digital literacy, and creating conditions for a personalized learning environment. The materials of the article can be used by heads and methodologists of vocational education institutions when developing internal digital development programs, as well as in the system of advanced training for teaching staff aimed at developing the ability to act effectively under the conditions of the digital transformation of the educational sector.
